Obama, the "president sleeps, wakes up only after 60 days, environmental disaster continues

The U.S. president, Barack Obama will make an announcement in the Oval Office of the White House on Tuesday to present his plan for restoring the environment in the Gulf of Mexico after a disastrous oil spill from BP Plc, and nominate one person to lead the reconstruction effort, said government spokesman Robert Gibbs.
Speaking on morning television news programs in America, Gibbs said Obama will address the reduction of the country's dependence on fossil fuels and imported oil. The speech will take place at a time in which the




Congress looks at extending the legislation on energy with the aim of containing climate change.
Obama is on the second and final day of a trip to the region affected by oil spill, where returns to Washington for a speech on the subject, to be televised throughout the country at 20 am local time (21 hours GMT). It will be his first address from the Oval Office, which is a demonstration of the seriousness of the crisis.

In an interview with CNN, Gibbs said the president will talk about "how we challenge ourselves to create the kind of energy approach that does not increase our dependence on fossil fuels and foreign oil."

He said Obama would also address changes in regulatory legislation to try to prevent this kind of disaster to be repeated, appointing someone to head the reconstruction effort and talk about next steps to contain the oil spill in the Gulf of Mexico.

The U.S. president also will talk about how to expedite the payment of damages caused by the disaster that is polluting the coast and its fishing, Gibbs said.

The spokesman told the ABC that Obama has the legal authority to determine that BP establish an independent redress for damage so that affected persons can receive compensation quickly, efficiently and transparently.

Asked what Obama will do if BP refuses, Gibbs said: "The president has the legal authority to force them to do so. And if they do not comply, he will."
